| Mandate |
The Committee is competent to give an opinion on each draft law or draft motion referred by the Speaker of the Parliament to the Committee, and it exercises parliamentary control in its sphere of competence. The Committee also considers the human rights of Bulgarian minorities abroad. It can make proposals for amendments to draft laws on the second reading. The texts are adopted by the plenary. |
| Membership |
The Committee comprises 20 MPs: 10 from the National Movement Simeon the Second; 4 from the United Democratic Forces; 4 Socialists; and 2 from the Movement of Freedoms and Rights Faction. The Committee members, the Chair and the Deputy Chair are elected by the General Assembly. They are nominated by the parties or by individual MPs, keeping the respective proportions in the composition the same as in the General Assembly. |
| Working methods |
The Standing Orders are adopted by the General Assembly and Internal Rules are adopted by the Committee. The Speaker of the Parliament refers draft texts tabled by MPs or the Committee of Ministers (the Cabinet) to the Committee for opinion. The Committee gives its opinion in general terms for the first reading and for each paragraph for the second reading, taking account of amendments proposed by MPs. The Committee organises hearings on specific issues in the field of human rights. |
| Relations with other parliamentary bodies |
Two or more committees may discuss draft laws together or have joint hearings, seminars, etc. The Legal Affairs Department is usually invited to attend the sittings of the Standing Committees. |
| Relations with external bodies |
The NGOs are free to attend sittings of the Committee and have the right to take the floor, distribute printed opinions, brochures, etc. The Chair and each member has the right to invite representatives of the government to participate. The Committee also has the right to convoke persons or institutions to give information. |

The Ombudsman law; the Law on Asylum and Refugees; the Law on Confessions/Religions; the Law on Transplantations of Organs, Tissues and Cells; the Law on Equal Opportunities between Woman and Men; the forthcoming draft Law Against Discrimination; and the Law for Amendments to the Law on Child protection, etc. |
